The present invention relates to a process for manufacturing a resin-based binder for a coating based on granules of material, said binder consisting of a single-component polyurethane resin comprising a single reaction component formed from an isocyanate portion, a solvent and a catalyst. A non-flammable and non-toxic solvent consisting of a 2,5,7,10-tetraoxaundecane (TOU) cleaning agent is most particularly used, said solvent is added altogether to said isocyanate portion by mixing, and a transparent, non-flammable and non-toxic, single-component polyurethane resin which has good behaviour even under extreme operating conditions of temperature up to 45°C and of relative humidity up to 90%, for binding granules of material to one another and to a surface to be covered and forming a long-lasting coating which is resistant to mechanical stresses and to ultraviolet radiation, resistant to moisture and to temperature differences, and has a good appearance and is self-draining, is surprisingly and unexpectedly obtained.
