A description is given of an apparatus for detecting leaks in a pipeline system through which a liquid flows or in a container filled with a liquid, comprising at least two sponge structures which absorb the liquid and each have a sponge structure surface, which can touch at least one surface region of the pipeline system or of the container that is remote from the liquid, and at least two electrical conductor tracks which are spaced apart from one another and are firmly fitted on or in the sponge structure in a non-releasable manner. A method for producing the apparatus is also described. The invention is distinguished by the fact that a non-reactive resistor is arranged along at least one of the at least two electrical conductor tracks for each sponge structure, the conductor track ends are each arranged at the edges of two opposite sides of the sponge structure and are formed in such a manner that the conductor tracks of two sponge structures can be placed on one another or in one another along a mutually facing side in each case in a permanently fixed manner and with electrical contact, a measuring and evaluation unit is provided and makes electrical contact with the conductor track ends along a side of one of the at least two sponge structures, and the conductor track ends can be electrically connected to a terminating resistor along a side of another one of the at least two sponge structures.
