The invention proposes an assembly for maintaining rails of a railway, comprising: a sleeper (100), intended to support at least two rails (3), said sleeper comprising at least one block (1), and a soleplate (4) comprising a semi-plastic damping layer (5) intended to be interposed between said block (1) of the sleeper (100) and a ballast (B), in which the damping layer (5) has, in the case of the implementation of a load test, an EPM index within in the range of 10% to 25%, preferably within the range of 10% to 20% and the sleeper has a length (L) if less than 2.30m.
