A lightweight, demountable and modular levee system that consists of an outer layer, a primary ballast ladder, a secondary ballast unit, floatation pods, a net structure and internal gables to be used as a more versatile defence against flood water. The levee system membrane is constructed using two separate materials to form a lightweight, strong and waterproof outer shell. The materials used may include rubber, neoprene or similar. The system will be formed by wrapping the membrane around smaller modular units E, F and by using a hook and eye system G as a joining method. The system preferably uses flood water attributes to create a formidable water barrier.
