A paving panel for an access assembly comprises a polygonal sheet metal tray 10 having a base 12 and upstanding walls 14. Anchoring tabs 20 are bent out of the sheet metal of the base and the walls, and the tray filled with concrete 40. The tabs are embedded in the concrete to secure the concrete to the tray. Rebars 30 may be embedded in the concrete and may rest on the tabs bent out of the base. The rebars may be anchored to end walls of the tray by fixings 32 such as clinch nuts. Also claimed is a method of manufacturing a paving panel comprising the steps the cutting of a metal sheet to enable anchoring tabs to be bent out of the sheet. The ends of rebars may be secured to threaded bolts 34. A jig 50 having support walls may be used to secure the tray as it is being filled to prevent the walls of the tray from bending under the weight of the concrete.
