To provide a paving panel being excellent in water permeability, water retention, and drainage, and a method for laying the paving panel.SOLUTION: A paving panel 1 comprises: a water permeable surface layer 2 formed by combining an aggregate made of rubber chip material 4 and pebbles 5 with a binder; and a lower layer sheet 3, having excellent water permeability and water retention, being formed by connecting two upper and lower mesh-like base materials 7a, 7b made of synthetic resin and being bonded to the lower surface of the surface layer 2, and being opposed to each other by means of numerous connecting yarns 8 made of synthetic resin with tension.SELECTED DRAWING: Figure 2
