The paper may be waste paper or cardboard. The sawdust may be saw mill sawdust. The adhesive may be a flour based adhesive. The adhesive may be waterproof. A biocide may be included with the adhesive. The component 1 may be a tile and may be brick like or block like. The component 1 may include a compression-reinforcing filler and a binder. The filler may be sand. The binder may be cement. The component 1 may have one or more through passages. The component 1 may have between half of to four times as much paper as sawdust. The ratio of filler to binder may be between twice as much filler to equal quantities. Also included is a method of making the component 1.
