PROBLEM TO BE SOLVED: To provide a movable breakwater ensuring rapid flotation of a floating pipe.SOLUTION: A movable breakwater comprises: an outer cylindrical pipe 11, which has an opening 11a on a water bottom side and vertically extends from a water bottom surface GL into a water bottom ground E; a floating pipe 12, which is inserted into the outer cylindrical pipe 11 from a lower end 34 and moves up from inside of the outer cylindrical pipe 11 due to buoyance generated by gas supplied into the floating pipe 12 itself; a lid 17a, which is installed on an upper end 32a of the floating pipe 12 and extends beyond an inner peripheral part 38 of the outer cylindrical pipe 11 in a direction perpendicular to a longer direction of the floating pipe 12; and a wall 19a, which is placed on the lower end 34 side and outside of a periphery 43 of the floating pipe 12 and extends from the upper end 32a toward the lower end 34.
