PROBLEM TO BE SOLVED: To perform an opening/closing operation only when a valve is necessary, and to enhance the safety of the valve.SOLUTION: In a handle operation device for rotating a rotating shaft 72 in conjunction with an operation of an operation handle 70, the handle operation device comprises lock means 5, and idling means 3, 10 which make the rotating shaft 72 idle by releasing the rotating shaft 72 from the operation handle 70 at the lock of the lock means 5. A valve device comprises a valve body 76 which opens and closes a pipe internal flow passage R, an opening/closing operation body 72 for opening and closing the valve body 76, and an opening/closing operation body 70 which operates the opening/closing operation body 72. The valve device also comprises the lock means 5, and operation inhibition means 3, 10 which make the opening/closing operation body 72 and the opening/closing operation body 70 separate from each other in conjunction with the lock of the lock means 5, and inhibit the operation of the opening/closing operation body 72 by the opening/closing operation body 70.
