PROBLEM TO BE SOLVED: To provide an on-vehicle locking device and a locking system capable of automatically locking a vehicle door, after confirming the fact of separating by a predetermined distance or more, when a portable machine exists on the vehicle outside.SOLUTION: An on-vehicle locking device 1 is provided for locking a vehicle door D in response to a result of radiocommunication by executing the radiocommunication with a portable machine 3 when the vehicle door D provided in a vehicle C is put in a closed state, and is provided with a distance specifying part for specifying a distance of the portable machine 3 to the vehicle C by the radiocommunication with the portable machine 3, a determining part for determining whether or not the distance specified by the distance specifying part is a predetermined distance or more and a locking part for locking the vehicle door D when determined that the distance is the predetermined distance or more by the determining part.SELECTED DRAWING: Figure 1
