PROBLEM TO BE SOLVED: To provide a cement dispersant composition capable of ensuring proper workability and expressing excellent initial fluidity, and to provide a cement composition containing the cement dispersant composition.SOLUTION: A cement dispersant composition of the present invention comprises: 100 pts.mass of a polycarboxylic acid copolymer (A) including a structural unit (I) derived from a specific unsaturated polyalkylene glycol monomer (a) and a structural unit (II) derived from a specific unsaturated carboxylic acid monomer (b); and 10-300 pts.mass of compound (B) having an acid radical and an aromatic ring structure (in which a part of carbon atoms composing the aromatic ring structure may be substituted with nitrogen atoms and/or sulfur atoms). The mass average molecular weight of the compound (B) is 2,500 or less.SELECTED DRAWING: None
