PROBLEM TO BE SOLVED: To provide a novolac type phenol resin binder base material, in a phenol resin binder for molding a fiber material and/or inorganic powder into an inner wall substrate material, capable of suppressing the coloring contamination of a wallpaper (cloth), and a binder made of the same and a curing agent.SOLUTION: Provided is a binder base agent for an inner wall substrate material obtained by blending a novolak type phenol resin with a compound and/or a cationic resin having bleach properties, and also provided is a binder made of the same and a curing agent.SELECTED DRAWING: None
