PROBLEM TO BE SOLVED: To provide a blind controller capable of rapidly controlling a blind, a blind control system, and a blind control method.SOLUTION: A blind controller 30 includes: a storage part 31 for storing a matrix table in which a control mode of a blind 2 is set depending on at least day/night and a period; a state confirmation part 32 for confirming the day/night and the period; and a blind angle determination part 33 for determining an angle of the blind 2 on the basis of the matrix table stored in the storage part 31 depending on the day/night and the period, which are confirmed by the state confirmation part 32.SELECTED DRAWING: Figure 1
