PROBLEM TO BE SOLVED: To quickly create a correction route obtained by correcting a predetermined basic route by using damage data indicating the damage level of a traffic route per traffic route comprised in a traffic network.SOLUTION: A support device 1 determines whether traffic on each traffic route should be regulated by using damage data indicating a damage level input per traffic route. If it is determined that traffic on any of traffic routes constituting a basic route should be regulated, the support device 1 creates an alternative route that is a different traffic route about which it is determined traffic on it should not be regulated and that accepts traffic on the traffic route which is comprised in the basic route and about which it is determined traffic on it should be regulated. The support device 1 creates a route that has replaced the traffic route about which it is determined traffic on it should be regulated with the created alternative route as a correction route in the basic route, and outputs the correction route.SELECTED DRAWING: Figure 2
