PROBLEM TO BE SOLVED: To provide a shelter capable of ensuring safety against a huge tidal wave.SOLUTION: A shelter for evacuation from a tidal wave or flood has an inner space 10, which is surrounded by a material with airtightness and pressure resistance excluding an evacuation opening 9. Water can flow into the inner space 10 from the evacuation opening 9. An evacuation floor 12C is installed at a higher position than the highest position of water to a height at which a volume is V/N in the inner space 10, where a height of the tidal wave is H (m), a pressure of residual air is N=1+H/10=>1.1 (air pressure), and a volume of a space above a top edge of the evacuation opening 9 in the inner space 10 is V.SELECTED DRAWING: Figure 7
