PROBLEM TO BE SOLVED: To provide a heat insulation film, a heat insulation glass and a window having excellent heat insulation performance, antibacterial properties, especially, antibacterial properties after a water wiping test.SOLUTION: A heat insulation film comprises a support, and a fibrous metal particle-containing layer disposed on the support, the fibrous metal particle-containing layer comprises fibrous metal particles containing at least silver, and the heat insulation film has a film surface elution silver ion concentration of 5×10mol/l or more and less than 1×10mol/l.SELECTED DRAWING: Figure 2
