PROBLEM TO BE SOLVED: To impart a daylighting efficiency improving function to a transparent heating plate.SOLUTION: A transparent heating plate 10 includes a first face 10a and a second face 10b facing the first face 10a. In addition, the transparent heating plate 10 includes a pair of base plates 11, 12 and a conductive body for heating 30 arranged between the pair of base plates 11, 12. The conductive body for heating 30 includes a plurality of conductive fine wires 31 arrayed in a first direction d1 along a plate surface of the transparent heating plate 10, the conductive fine wires 31 extending in a second direction d2 not in parallel with the first direction d1 and in parallel with the plate surface and having a reflective surface reflecting light entering from the first face 10a side to the second face 10b side.SELECTED DRAWING: Figure 3
