PROBLEM TO BE SOLVED: To provide a boring device and a cutting blade, which can cut a larger hole than an opening of a manhole.SOLUTION: A boring device bores a hole by cutting a wall surface of a concrete structure having an opening from inner side into a toric shape. The boring device comprises a ring-shaped cutting blade 240 and a rotation drive part that drives the rotation of the cutting blade 240. The cutting blade 240 is formed by connecting multiple arc part cutting blades 241 so as to mutually freely rotate, or through a rotatable link member 242a.SELECTED DRAWING: Figure 3
