PROBLEM TO BE SOLVED: To provide an electronic lock management device that prevents unnecessary unlocking if an emergency earthquake alert received by a server is false (an earthquake has not occurred in the first place or an actual earthquake scale is small or the like).SOLUTION: A server 100 as an electronic lock management device comprises: a registration unit with which registered are one or more mobile terminals 300a-300i associated with electronic locks 400A, 400B and 400C installed in particular regions; an information acquisition unit for acquiring disaster information on a disaster; and a transmission unit for transmitting unlocking information to unlock an electronic key to at least one of the mobile terminals registered with the registration unit when the information acquisition unit has acquired disaster information.SELECTED DRAWING: Figure 1
