PROBLEM TO BE SOLVED: To provide a control system and a control method for a working vehicle, and the working vehicle, capable of suitably performing ground leveling work and rolling work.SOLUTION: A control determination section determines to execute ground leveling control for controlling a working machine so that the working machine moves along a design terrain when a ground leveling determination condition is satisfied. The control determination section determines to execute rolling control for limiting speed of the working machine heading for the design terrain in accordance with a distance between the working machine and the design terrain when a rolling determination condition is satisfied. The control determination section maintains rolling control when the ground leveling determination condition is satisfied during execution of the rolling control.SELECTED DRAWING: Figure 12
