PROBLEM TO BE SOLVED: To provide a glass panel unit in which such a trouble that a resin layer is smashed to scatter is suppressed, and a glass window.SOLUTION: A glass panel unit 1 is provided that comprises : a first panel 2; a second panel 3 disposed to face the first panel 2 with a predetermined distance between them; an encapsulating material 4 disposed between the first panel 2 and the second panel 3 and for air tightly bonding the first panel 2 with the second panel 3; an internal space 10 providing a depressurized space by tightly closing with the first panel 2, the second panel 3, and the encapsulating material 4; and a spacer 6 disposed in the internal space 10 to contact the first panel 2 and the second panel 3, the spacer 6 has a plurality of resin layers 61 laminated in an opposite direction to the first panel 2 and the second panel 3, and a connection layer 62 positioning between the resin layers 61 and adhering to the resin layers 61, and a total sum of lamination-direction thicknesses of the connection layer 62 is smaller than a total sum of lamination-direction thicknesses of the resin layer 61.SELECTED DRAWING: Figure 1
