PROBLEM TO BE SOLVED: To provide a portable terminal and the like capable of efficiently controlling an electric lock.SOLUTION: A portable terminal (1) includes: an electric lock address processing part (11) that acquires an address in a first network of an electric lock (3) from a management server (2) as a management server connected to a second network different from the first network, which has previously acquired the address from the electric lock (3); and a lock operation instruction part (12) that transmits a control instruction of the electric lock (3) to the address via the first network.SELECTED DRAWING: Figure 1
