PROBLEM TO BE SOLVED: To provide an unlocking system and the like capable of properly unlocking while ensuring the security.SOLUTION: The unlocking system stores an electric lock, a key and a portable terminal correspondence table (301) in which an electric lock ID, a key ID and a portable terminal ID are associated with each other. In the unlocking system, an unlocking permission request for unlocking an electric lock (3) is acquired, a portable terminal (1) is identified. The unlocking permission request is notified to the portable terminal (1), the unlocking permission is acquired from the portable terminal (1), and an unlocking instruction to unlock the electric lock (3) is transmitted.SELECTED DRAWING: Figure 1
