PROBLEM TO BE SOLVED: To provide a steel member having a protective layer, a base structure, a manufacturing method for the steel member having the protective layer, and a construction method for the base structure capable of effectively preventing the peeling of the protective layer of the steel member without requiring any fixing work on a job site.SOLUTION: A steel member 1 having a protective layer comprises: a steel member 2 provided on boundary between a front side A and a rear side B; and a protective layer 3 provided in a predetermined range in an axial direction Y of the steel member 2. The steel member 2 is characterized such that an end face protective member 4 for protecting an edge part of the protective layer 3 is fixed.SELECTED DRAWING: Figure 2
