PROBLEM TO BE SOLVED: To provide a threshold setting method, a water leakage monitoring device, and a program which can set a threshold for determining the presence or absence of water leakage to a precise value.SOLUTION: A water leakage monitoring device 1 capable of setting a threshold for determining the presence or absence of water leakage includes: a provisional water leakage determination section 120 for repeating provisional water leakage determination for determining the presence or absence of water leakage according to whether or not a vibration level of acoustic vibration transmitted through a water pipe exceeds a provisional threshold as a threshold provisionally set a plurality of times while changing the provisional threshold; and a threshold setting section 130 for actually setting the threshold on the basis of determination result of the provisional water leakage determination section 120.SELECTED DRAWING: Figure 2
