To easily realize high-precision control of a solar radiation shielding facility.SOLUTION: A terminal device 10 includes: a window information acquisition unit for acquiring window information indicating an installation azimuth of a window 40, an installation position of the window 40, and information on a window surface of the window 40 which is an object of solar radiation shielding by a solar radiation shielding facility 30; an object information acquisition unit for acquiring object information indicating an object existing in the vicinity of the window 40; and a communication unit for transmitting the window information and the object information to a setting device 50. The setting device 50 includes: a communication unit for receiving the window information and the object information from the terminal device 10; a shielding object information creating unit for acquiring shielding object information indicating shielding objects present in the vicinity of the window 40 on the basis of the object information; a sunlight information creating unit for acquiring sunlight information indicating sunlight information on the window surface of the window 40 on the basis of the window information, the shielding information, and information on a position of the Sun; and a setting unit for setting a control parameter based on the sunlight information in a control device 20.SELECTED DRAWING: Figure 1
