To provide a flat plate material, a foundation structure and a manufacturing method of the foundation structure which can easily perform level adjustment while saving construction.SOLUTION: A flat plate material (2) is positioned on a ground (100) and supports a lower part of a precast structure (110). The flat plate material (2) includes a bottom face (25) positioned at the ground (100) side and a top face (20) positioned at the precast structure (110) side. The bottom face (25) is provided with a level adjustment portion (30) adjusting a horizontal level and a height level of the flat plate material (2).SELECTED DRAWING: Figure 2
