To provide a heat-resistant corrosion-resistant film excellent in corrosion resistance even under a high-temperature environment; and to provide a production method thereof.SOLUTION: In a heat-resistant corrosion-resistant film in one embodiment, which is a heat-resistant corrosion-resistant film having heat-resistance and corrosion-resistance and coated on a substrate, the film has a eutectic crystal containing ZrOor HfO, and on the surface viewing the film from a face on the opposite side to the substrate, a lamella width in a lamellar structure by the eutectic crystal is 1 μm or less.SELECTED DRAWING: Figure 1
