To provide an emergency protection device which is housed in an embankment and the like as a device short in a longitudinal width without a diagonal member structure and which also strongly resists attack of a tsunami, a high tide and the like without a diagonal member structure and has no risk of breakage such as falling backward.SOLUTION: An emergency protection device comprises: a movable weir which is made to be a hollow body including front and rear plates forming a facing shape in the front and back, longitudinally long end plates provided at left and right end portions of the front and rear plates and a weir lid at a top end, and which is installed so as to vertically be lifted and lowered in an elongated groove-shaped pit formed inside a base in a region where a tsunami and a high tide are assumed to attack; and a lifting and lowering device driving the movable weir up and down between a waiting attitude of being housed in the pit and a lifted stopping attitude. The lifting and lowering device comprises a pantograph mechanism whose lower part is fixed to a bottom side of the pit and whose upper part is connected to an inside of an upper part of the movable weir, and a pantograph driving mechanism which includes a driving source and which drives the pantograph mechanism up and down.SELECTED DRAWING: Figure 2
