To provide an underlay tape for cutting wallpaper which does not damage the groundwork even if a cutter blade passes through the underlay tape for cutting wallpaper and a construction operator of the wallpaper installs with a tight posture.SOLUTION: An underlay tape 10 for cutting wallpaper used for wallpaper cutting in wallpaper construction comprises a soft surface layer 12 located on the surface side, an intermediate layer 14 which is located on the lower surface side of the surface layer 12 and is harder than the surface layer 12, and an uneven layer 16 which irregularity is formed on and is located on the base side of a wall, a ceiling or the like, on the lower surface side of the intermediate layer 14.SELECTED DRAWING: Figure 1
