To provide a vehicle stop device which surely stops a vehicle riding over the vehicle stop device by erroneous operation start and the like, whose structure is simple and in which installation and maintenance are easy.SOLUTION: A vehicle stop device 10 includes: a base member 13 installed on a ground surface 12; a top plate 14 rotatable at least to the front of the base member 13 with an apex 13d of the base member 13 being a fulcrum; and a ratchet mechanism 18 for controlling the operation direction of the top plate 14 only in a front rotation.
