To provide a vehicle communication system, a portable device, and an on-vehicle device.SOLUTION: An on-vehicle communication system comprises: an on-vehicle device transmitting signals sequentially from a plurality of spaced-apart transmitting antennas mounted on a vehicle; and a portable device having a plurality of receiving antennas and transmitting a response signal according to signals received by the plurality of receiving antennas. The portable device comprises: a measuring unit measuring the signal strength of the received signal for each receiving antenna; and an inhibit unit inhibiting the transmission of the response signal when the signal strength of each of the received antennas measured for each of the plurality of received signals is maximum at a specific one of the plurality of receiving antennas without depending on the plurality of signals.SELECTED DRAWING: Figure 8
