To provide a fireproof and soundproof panel having a polyurethane foam excellent in sound proofness and fire resistance.SOLUTION: A fireproof and soundproof panel is formed by laminating a fireproof and soundproof layer formed by molding an urethane resin composition containing a flame retardant and a sheath material, in which the urethane resin composition containing the flame retardant contains an urethane resin, a weight average molecular weight of a polyol compound contained in the urethane resin is in a range of 1,000 to 20,000, the flame retardant is at least one of red phosphorus and a phosphate-containing flame retardant, and at least one of the red phosphorus and the phosphate-containing flame retardant is in a range of 0.1 pts.wt. to 60 pts.wt. to 100 pts.wt. of the urethane resin.SELECTED DRAWING: Figure 1
