To provide a method for producing Portland cement using the clinker of normal Portland cement without using oxycarbonic acid(salt) and lignin sulfonic acid(salt).SOLUTION: Provided is a method for producing Portland cement where a normal Portland cement clinker having the following cement mineral composition calculated using a Bogue equation, dihydrate gypsum and triethanolamine are mixed and pulverized to produce Portland cement having a Blaine specific surface area of 4,300 to 4,700 cm/g. The cement mineral composition includes: 3CaO SiO: 55.0 to 65.5 mass%; 2CaO SiO: 10.0 to 20.0 mass%; 3CaO AlO: 8.0 to 11.0 mass%; and 4CaO AlOFeO: 8.5 to 11.0 mass%.SELECTED DRAWING: None
