To provide a decorative sheet, a decorative material and a method for manufacturing a decorative sheet, in which generation of scratches can be suppressed even when a rugged pattern is formed on a surface of the decorative sheet.SOLUTION: A decorative sheet 10 includes a thermoplastic resin base material layer 1, a thermoplastic resin layer 4 and a surface protective layer 7 successively formed at least in this order. The surface protective layer 7 is formed by depositing at least two layers, in which a second surface protective layer 6 of the layers constituting the surface protective layer 7, located farthest from at least the transparent thermoplastic resin layer 4 and forming an outermost layer, comprises an ionization radiation-curable resin containing a polyfunctional hexamethylene diisocyanate oligomer, by 60% or more as a weight ratio. A cross-sectional curve measured from the second surface protective layer 6 in accordance with JIS B 0601 shows an arithmetic average height of 15 μm or more and the cross-sectional curve has a maximum height of 38 μm or more.SELECTED DRAWING: Figure 1
