To provide a light control device capable of protecting a light control sheet using a structure that can be easily formed, and to provide a light control window and a method of manufacturing the light control device.SOLUTION: A light control device 10 has a light control sheet 7 comprising a light control layer 4 and a pair of electrode sheets sandwiching the light control layer 4, and a barrier 1 having a portion that covers an upper surface of the light control sheet 7. A lower surface of the light control sheet 7 is bonded to a support substrate 6. The barrier 1 is a cured product of a glass paint fed onto the light control sheet 7.SELECTED DRAWING: Figure 1
