A light control device includes a sheet unit provided with a light control sheet, and a control unit that controls an application of voltage to the sheet unit. The processing executed by the control unit includes setting the light control sheet to a first state in which visible light is reflected by controlling a voltage between transparent electrode layers to a first voltage, setting the light control sheet to a second state in which visible light is scattered by controlling the voltage between the transparent electrode layers to a second voltage, and setting the light control sheet to a third state in which visible light is transmitted by controlling the voltage between the transparent electrode layers to a third voltage.
