To provide a means to solve a problem that, when a tsunami as big as passing over a breakwater hits the shore, it reaches in a short time places where people are because conventional tsunami-prevention facilities have been built near or on shore.SOLUTION: A tsunami-prevention means in this invention prevents tsunami from washing shore by arranging weights on the seabed at both sides of a main body structure, and connecting the weights with wire ropes to the structure which floats on the sea having a slope in its profile and to a plurality of floating balls.SELECTED DRAWING: Figure 1
