To provide a hydraulic composition having high early strength development while securing workability, and concrete using the same.SOLUTION: The hydraulic composition comprises a binder containing hydraulic cement, a hardening accelerator containing calcium nitrite and calcium nitrate, and a chemical admixture, with the total mass of calcium nitrite and calcium nitrate in the hardening accelerator being 0.3 to 2.0 mass parts relative to 100 mass parts of the binder, and the mass ratio of calcium nitrite and calcium nitrate (calcium nitrite/calcium nitrate) in the hardening accelerator being 0.1 to 1.0.SELECTED DRAWING: None
