To enable multilateral analysis on work of a work machine.SOLUTION: A state data acquisition section acquires state data showing a state of a work machine. A work identification section, on the basis of the acquired state data, identifies a category of unit work showing work for achieving one work target of the work machine and a category of element work that is an element constituting the unit work and shows a series of operation or work categorized by target.
