To provide an incombustible Japanese paper panel having high incombustibility, abrasion resistance, mechanical characteristics, and productivity and capable of effectively maintaining texture/feeling unique to the Japanese paper during making, and a manufacturing method thereof.SOLUTION: This incombustible Japanese paper panel comprises: incombustible Japanese paper that has a layer treated to be incombustible by impregnating base material Japanese paper with an incombustible material; and an incombustible board that is stuck to the other surface side of the base material Japanese paper with an adhesive layer therebetween.SELECTED DRAWING: Figure 1
