To provide a decorative sheet and a decorative material which have excellent scratch resistance and impact resistance and in which cracks during a bending process is restrained.SOLUTION: Provided is a decorative sheet 1 comprising a transparent resin layer 12 at least below a surface protective layer 11, where the transparent resin layer 12 has a first transparent resin layer 121 and a second transparent resin layer 122 in this order from a side of the surface protective layer 11, where the first transparent resin layer 121 has a thickness of 20-45 μm and an indentation hardness of 60 MPa or more, the second transparent resin layer 122 has a thickness of 35 μm or more and the indentation hardness of 10-50 MPa, and the first transparent resin layer 121 and the second transparent resin layer 122 comprise a polypropylene resin, and a sum of thicknesses of the first transparent resin layer 121 and the second transparent resin layer 122 resin is 60 to 130 μm.SELECTED DRAWING: Figure 1
