To provide a bracing structure which suppresses buckling of a diagonal material and breakage of the peripheral part, and which can achieve a structure characteristic having excellent toughness, and to provide a building.SOLUTION: A bracing structure 1 includes: a diagonal material 11 which is a long rod-like member, and which is provided being inclined with respect to a vertical axis and a horizontal axis of a rectangular frame 5; an annular member 12 which is an annular metal member and which is provided at least at one end part of the diagonal material 11; and a connection member 13 for connecting the one end part of the diagonal material 11 and the annular member 12.
