To provide a tunnel cleaning apparatus and a tunnel cleaning system for performing cleaning by reliably pressing cleaning means against a tunnel having a curved inner surface.SOLUTION: A tunnel cleaning apparatus has: moving means 11 for moving a base plate 10 in the horizontal direction; a rod 15 vertically provided on the base plate 10; an air cylinder 13 for vertically moving the rod; an arm 18 fixed to the tip of the rod 15 and bent obliquely upward with respect to the rod 15; and cleaning means 17 swingably attached to the tip of the arm 18 so as to clean the inner surface of the tunnel.SELECTED DRAWING: Figure 2
