To provide a coating liquid composition capable of obtaining a NNBT film preferentially oriented on a specific crystal plane and having high liquid stability.SOLUTION: Used is a sodium niobate-barium titanate based coating liquid composition comprising (a) a sol-gel raw material including (i) a niobium component, such as niobium alkoxide, (ii) a sodium component, such as sodium alkoxide, (iii) a titanium component, such as titanium alkoxide and (iv) a barium component, such as barium alkoxide and (b) a compound including at least one kind selected from a group consisting of a β-ketoester compound and a β-diketone compound.SELECTED DRAWING: Figure 1
