To hinder an electronic key from being determined to be located in a vehicle even though the key is located outside the vehicle in a case where an anomaly of a vehicle exterior antenna arises.SOLUTION: An on-vehicle device 80 mounted on a vehicle 70 comprises: a first communication unit 90 comprising: a vehicle inside antenna 92a forming a vehicle inside estimation area AR1, part of which projects out of the vehicle; and a vehicle outside antenna 95a forming a vehicle outside estimation area AR2 directed outside the vehicle; a detection unit 103 that detects an anomaly of each antenna; and a first control unit that, if the electronic key is located in the vehicle inside estimation area and this electronic key is not located in the vehicle outside estimation area, determines that the electronic key is located in the vehicle. If an anomaly of the vehicle outside antenna is detected by the detection unit, the first control unit reduces the vehicle inside estimation area, in comparison with a case where an anomaly of the vehicle outside antenna is not detected.SELECTED DRAWING: Figure 1
