To provide a panel with excellent performances of lighting control and crime prevention.SOLUTION: There is provided a panel (100), which includes: a lighting control member (10) having at least one shaped resin sheet with a convex part in one surface; an adhesive layer (20) arranged on the other surface of the shaped resin sheet; and a transparent plate member (30) arranged on the other surface of the shaped resin sheet with the adhesive layer (20) in between, in which the absolute value of the difference between the index of refraction A of the shaped resin sheet and the index of refraction B of the adhesive layer is 0.2 or smaller.SELECTED DRAWING: Figure 1
