To provide a waterproof material composition capable of shortening a time until a coated film is not re-emulsified, and a time until the coated film dries to form a film when the coated film before drying wets with water under a low temperature and/or high humidity environment, and forming a coated film excellent in tensile strength, a waterproof construction method using thereof, and a water proof film.SOLUTION: A waterproof material composition includes: (A) an anionic vinyl polymer stabilized by a surface active agent; (B) a cationic polymer; and (C) a volatile base where the constituent (B) contains a structural unit derived from at least one selected from allylamine and a salt thereof, N-alkylallylamine and a salt thereof, N,N-dialkylallylamine and a salt thereof, a diallylamine and a salt thereof, and N-alkyldiallylamine and a salt or a quaternized compound thereof.SELECTED DRAWING: None
【課題】低温及び/又は高湿度の環境下において、乾燥前の塗膜が水に濡れても再乳化しなくなるまでの時間と、塗膜が乾燥成膜するまでの時間を短縮することができ、かつ、引張強さに優れた塗膜を形成する防水材組成物、それを用いた防水工法及び防水皮膜を提供する。【解決手段】本発明の防水材組成物は、(A)界面活性剤により安定化されたアニオン性ビニル重合体と、(B)カチオン性重合体と、(C)揮発性塩基とを含有し、成分(B)は、アリルアミン及びその塩、N−アルキルアリルアミン及びその塩、N,N−ジアルキルアリルアミン及びその塩、ジアリルアミン及びその塩、並びに、N−アルキルジアリルアミン及びその塩又は4級化物から選ばれた少なくとも1種に由来する構造単位を含む。【選択図】なし
