To provide a laminate and a floor material having a laminate, capable of preventing attachment of odor to a building, or diffusion of odor from a housing material to which the odor is attached.SOLUTION: A laminate includes: a substrate layer composed of a resin material; an inorganic oxide layer disposed on one surface side of the substrate layer; a protective layer composed of a resin material and disposed on the inorganic oxide layer at a side opposite to the substrate layer; a primer layer disposed on the other surface side of the substrate layer; and an adhesion layer disposed on the primer layer at a side opposite to the substrate layer.SELECTED DRAWING: Figure 1
