To prevent flood damage due to a large amount of local rainfall or tsunami damage by an earthquake, provide large power of natural energy in dry river beads or coastline by a large rotor, and perform regional revitalization in the whole country that has advantages for all of local authorities, residents thereof, and an electric power company.SOLUTION: A flood preventive embankment includes: a hydraulic power generation member or a wind power generation member including a disk-shaped inside rotor which rotates above a river surface or a sea surface and holds a plurality of rotary wings in which a plurality of blades for hydraulic power or blades for wind power are arranged at substantially equal intervals, and an outside rotor support part which rotatably supports the disk-shaped inside rotor; an embankment member having a slim space having both walls with such a width as to fit into an embankment fixed wall provided its bottom, an embankment member which is fixed to the embankment fixed wall or a thick embankment fixed circular column and has a space between both of the walls, or an embankment member fit into a concrete groove; and a power generation member holding member which holds the outside rotor support part of the hydraulic power generation member or wind power generation member.SELECTED DRAWING: None
